Hello Carmen John and Tony have contacted me regarding the letters from Mr. Barber (he circulated them to many). I have recommended to John that we do not respond to these letters in accordance with the following decision of the Information and Privacy Commissioner's office issued on February 28, 2002: "the City is not required to respond to any communications from the appellant (Barber) unless it is in response to a properly filed access request (in accordance with the terms of Order M-947) or it is in direct response to a request by the Freedom of Information Coordinator for clarification from him. " A properly filed access request means an official request from him under the Municipal Freedom of Information and Protection of Privacy Act. Order M-947 referred to limits the number of official requests he can file in any one year (a total of 5 and only one being processed at any one time).
